Strategy
Community Compact
What the community receives in exchange for hosting major infrastructure — written before scale, not after it.
Employment and workforce
- Local high-wage jobs with transparent permanent employment reporting
- Veteran transition pathways
- Military-spouse recruiting
- Emerald AI Infrastructure Academy with NWFSC, OTC, UWF and UF-type partners
- Paid internships and apprenticeships
Local economic participation
- A published local procurement target
- Startup and research compute access
- A community reinvestment mechanism, established once economics are validated
What we will not claim
Project Emerald will not overstate permanent data-center maintenance employment. The jobs thesis comes from the broader campus ecosystem — engineering, software, simulation, security, managed services, training and the companies that co-locate around the capability — not from facility operations alone.
