Eglin AFB, Hurlburt Field, Duke Field and the surrounding contractor ecosystem create concentrated national-security demand potential in a single regional footprint. Emerald's thesis depends on that concentration being convertible into procurable infrastructure demand — which is exactly what Phase 0 sets out to test.
Workforce
Northwest Florida carries an established transitioning military workforce and a strong aerospace and defense economic-development infrastructure. That workforce base underwrites both operations and the broader campus ecosystem of engineering, software, simulation and security roles.

- Two carriers on site does not establish physical route diversity, and 10 Gbps is inadequate for AI workloads.
