PROJECT EMERALD — Building Northwest Florida's Defense AI Infrastructure Ecosystem

Project Emerald is evaluating a secure, scalable Defense AI infrastructure and innovation campus in Northwest Florida. It is defense-first, community-aligned and deliberately phased — not a generic hyperscale data center.

Sanitized view

Five pillars

National Security

Purpose-built infrastructure for the AI, autonomy, simulation and digital-engineering workloads the defense mission increasingly depends on.

AI Infrastructure

High-density compute, secure storage and secure data movement designed for defense requirements rather than generic cloud demand.

Economic Development

A regional capability asset that supports existing employers and attracts new defense technology work to Northwest Florida.

Workforce

Transitioning military talent, military spouses and regional graduates trained into high-wage AI infrastructure roles.

Community

Low-water design, transparent reporting and a written Community Compact agreed before scale, not after it.

The opportunity

Why Northwest Florida

The Eglin, Hurlburt and Duke Field ecosystem — together with the surrounding defense contractor base — concentrates national-security technology work in one region. Eglin AFB is an active AI and autonomy test environment. The region also carries an established transitioning military workforce and mature aerospace and defense economic-development infrastructure.

Why now

Defense programs are becoming dependent on AI, autonomy, simulation, digital engineering and large datasets, while surrounding private-sector infrastructure may not yet be purpose-built for those workloads. Emerald starts with the smallest commercially defensible solution the market validates and scales only if demand, power and community support allow.

Community and workforce commitments

  • Local high-wage jobs with transparent permanent-employment reporting
  • Veteran transition and military-spouse recruiting
  • Emerald AI Infrastructure Academy with regional college and university partners
  • Paid internships and apprenticeships
  • A local procurement target
  • Startup and research compute access
  • A community reinvestment mechanism once economics are validated
  • Low-water cooling design as a first-order requirement

We do not overstate permanent data-center maintenance employment. The jobs thesis comes from the broader campus ecosystem — engineering, software, simulation, security, services and training — not from facility operations alone.
